The year is 2035 and schools have been suffering from a lack of child birth. Due to the fact that birth rate has dropped dramatically, schools are being closed down due to the sheer lack of students available to teach. Morale in schools has dropped dramatically, and Seio is no different.

An energetic girl named Manami Amamiya transfers to a new school (all-girl Seio Private High School) where she quickly becomes the student council president and starts to bring back some vigor in the students' lives.
