Goku has the form of a child twice in the Dragon Ball series: at the very beginning, when it is his normal chronological age, and at the beginning of Dragon Ball GT when Emperor Pilaf accidentally wishes Goku back into a kid.

As a child, Goku retains the tail of his Saiyan heritage that is both his strongest power and greatest weakness.
He loses his tail at two points in his childhood, but it is permanently removed by Kami when Goku is a teenager.
The tail reappears when he is transformed at the beginning of GT.
